Japan plans world’s largest floating offshore wind farm

Japan is planning to build what could become the world’s largest floating offshore wind farm, a 1 GW project off the Izu Islands to power the island chain and Tokyo, to be operational by 2035.

Governor Yuriko Koike first announced the wind farm project at a climate change conference in Azerbaijan in 2024.

The plan involves 1 GW of tethered floating wind turbines. In comparison, the world’s largest floating wind farm, in Norway, generates 94.6 MW.

Preliminary work is focused on the islands of Oshima, Niijima. Kozushima, Miyake, and Hachijo. Surveys on wind conditions and transmission will be carried out.

Meg De Pasquale-Crighton, a consultant at the Shulman Advisory, an energy consultancy, said that the project faced complex engineering challenges and an ambitious timeline. They said that among the hurdles are the development of port infrastructure to support assembly of floating turbine, a multi-year environmental assessment study, and costly subsea cable connections.
