Costs for refurbishing Saskatchewan coal-fired power plants estimated at C$2.6 billion

SaskPower ’s written submission to the Saskatchewan Rate Review Panel said that it estimates the costs of extending the coal-fired power plants in the Canadian province to total C$2.6 billion.

SaskPower said that the estimated cost of refurbishing 1500 MW of existing coal-fired power plants came from external consultants, and is a far higher figure than the estimate of C$900 million made by the province.

Jeremy Harrison, Crown Investments Minister of Saskatchewan, said that the move would bring “massive cost savings” to the province, but that the decision was based on energy security. He said: “The decision reflects a strategic policy choice grounded in the principles of energy security, system reliability, affordability, and the need to ensure sufficient electricity supply to support economic growth in Saskatchewan.”

Saskatchewan decided to refurbish its remaining coal-fired power plants until 2050 instead of shutting them down by 2029 as mandated under federal regulations.

SaskPower has enacted a 3.9 per cent rate increase for 2026 and is seeking another 3.9 per cent increase in 2027.
