China has commissioned the world’s largest open-sea offshore solar power plant, a 1 GW installation off the coast of Dongying in Shandong province.
The plant was developed by Guohua Investment, a unit of China Energy Investment Corporation . The offshore solar farm achieved full-capacity grid connection in late December 2025. The HG14 offshore solar plant is located around 8 km from shore, and covers about 1223 hectares of shallow coastal waters, in depths ranging from 1-4 m. The farm is the first gigawatt-scale fixed-pile offshore solar project to be completed, featuring 2934 platforms anchored by offshore steel truss structures.
The plant also integrates a 100 MW/200 MWh energy storage system to improve grid stability and enable smoother power delivery.
