The project is expected to be completed in the fourth quarter of 2019. It is also financed by a $98 million loan from the Kuwait Fund for Arab Economic Development.

Abdel Fattah Al-Sisi, the Egyptian President, has already approved the prospective loan agreement with Saudi Arabia, in decree No. 93/2015.
