Previously, Egypt had been selling natural gas to Israel, but the deal collapsed in 2012 as militants continuously attacked the pipeline in the Sinai. The subsequent international arbitration ordered Egypt pay $2 billion in compensation, which raised tensions between the two countries.

The agreement still hinges on regulatory and other approvals.
